Why the Canada International Student Cap Matters

Implemented in 2024, the Canada International Student Cap was designed to slow temporary population growth. Since then, study permit numbers have fallen from over 1 million in early 2024 to about 725,000 by September 2025. IRCC remains committed to reducing temporary residents to below 5% of Canada’s total population by 2027.

2026 Study Permit Targets

Under the evolving Canada International Student Cap, IRCC plans to issue 408,000 study permits in 2026, including 155,000 new arrivals and 253,000 extensions. Beginning January 1, 2026, master’s and doctoral students at public DLIs will be exempt from PAL/TAL requirements—recognizing their essential contributions to research and innovation.

2026 breakdown:

  • 49,000 master’s/doctoral students
  • 115,000 primary and secondary students
  • 64,000 other exempt students
  • 180,000 PAL/TAL-required applicants

Provincial Allocations Under the Canada International Student Cap

To meet issuance targets, IRCC will accept 309,670 applications from PAL/TAL-required students in 2026. Provinces receiving the largest allocations include:

  • Ontario: 104,780
  • Quebec: 93,069
  • British Columbia: 32,596

These allocations ensure each region aligns with the overall goals of the Canada International Student Cap.
